Building inspection report (ITE)
Building inspection and building assessment report (IEEV.CV) for owners' associations: state of repair, accessibility and energy efficiency.
The building inspection (ITE) is a review of the condition of a building carried out by a qualified professional. Its aim is to detect problems in good time with the structure, façades, roofs and services and to rank the repairs by urgency. In the Valencian Community it is done through the building assessment report (IEEV.CV).
How it works in the Valencian Community
The IEEV.CV is regulated by Decree 53/2018 of the Consell. As well as the state of repair, it assesses the accessibility and energy efficiency of the building. It is required mainly for residential buildings of a certain age, when the town hall demands it and to apply for renovation grants. Once completed, it is entered in the Generalitat's register.
How it works in the Region of Murcia
In Murcia the ITE is required by municipal bylaws once a building reaches a certain age, with their own deadlines and forms. We'll tell you what your town hall requires before we start.
What we check
- Structure and foundations: cracks, fissures, deformation, rusted reinforcement.
- Façades, balconies and cornices: falling pieces and risks to the public highway.
- Roofs and flat roof terraces: waterproofing and leaks.
- Shared drainage and plumbing: damp and leaks.
- Accessibility and energy efficiency, in the Valencian report.
How we do it
- We request the documentation for the building and talk to the chair or the property manager.
- We visit the building: common areas, roof, façades and, if needed, some of the homes.
- We write the report with photographs and a list of works ordered by urgency, and we submit or register it.
- If the owners' association decides to carry out the works, we can draw up the project and supervise them.
Frequently asked questions
What happens if the result is unfavourable?
The repairs it sets out have to be carried out within a deadline. That is exactly what the report is for: knowing what needs fixing, in what order of priority and roughly how much it may cost.
Can it be used to apply for grants?
Yes. In the Valencian Community the IEEV.CV is the starting document for most building refurbishment grants.
Does each neighbour pay, or the owners' association?
It is an expense of the owners' association, shared out according to each owner's participation quota.
